THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS. The Government's intent is TO AWARD A CONTRACT/PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institute of Health, Eunice Kennedy Shriver - National Institute of Child Health & Human Development in support of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) intends to award a purchase order without providing for full and open competition the Seahorse Analyzer. The project background is as follows:

The Kidney Diseases Branch, Kidney Diseases Section is requesting the purchase of the Seahorse XFe96 Analyzer as a trade in of the old XF-24. The XF-24 was not functioning, it required extensive repair so trading it in would give us the up to date new instrument to perform the experiments. The Kidney Diseases Section has used the current seahorse analyzer for several years on a multitude of research projects, two of which resulted in publications. Besides KDB regularly using the equipment, several investigators from NCI and NHLBI have used the seahorse analyzer for their experiments. The current analyzer requires extensive repairs and is not fully functional. A new analyzer will greatly benefit KDB and allow for continuity of ongoing research projects.
The Seahorse Analyzer is used on a regular basis for research projects related to APOL1. At present, the objective is to obtain a new piece of equipment that is fully functional and will allow for continuity of these research projects.

The manufacturer is Agilent Technologies Inc., 2850 Centerville Road, Wilmington, DE 19808. The North American Industry Classification System (NAICS) Code is 334516 with a size standard of 1000 employees.
