The National Institute on Drug Abuse (NIDA), NIDA Office of Acquisitions - NCATS Section, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Life Chemicals, inc., 26B Selden St., Woodbridge, CT 06525, for a library of 3,750 small molecules for the Genesis screening library.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-2 dated May 6, 2019.
(iv) The associated NAICS code is 325413 and the small business size standard is 1250 employees. No set-aside restriction is applicable.
(v) This acquisition consists of:
1. NCAT Screening Compound Set (scaffold-based, custom-selected screening compound library) consisting of 3750 compounds.
(vi) Requirements:
1. Contractor will provide small molecules that have been designed around analysis of available chemical and biological information, identification of key pathways modules/targets, computational and "wet biology" assessment of target druggability and potential binding domains.
2. Each compound shall be guaranteed to have a purity of >90% (accuracy +/-5%) confirmed by NMR and/or LCMS spectra. Contractor shall replace compounds that NCATS determines do not meet this standard.
3. Each compound shall be provided as follows: 8 uMol each, delivered in 800 uL of DMSO; matrix 2D barcoded tubes in racks to be proved by NCATS, 88 compounds per plate, column 1 empty; barcodes applied along the column 12 side of each rack.2.
4. Molecules shall be provided to NCATS in racks of barcoded Matrix 3711 racked tubes with column 1 removed. The tubes will be provided to the successful Contractor by NCATS after award. Contractor will apply barcodes, supply a platemap, and will apply Matrix 4430 capmats to seal the tubes after filling.
5. In addition to the molecules themselves, the Contractor shall provide the following electronic information for each required molecule: chemical structure or simplified molecular-input line-entry system (SMILES) or equivalent chemical structure information, supplier ID, plate ID, well location, tube ID, concentration in millimolar, and volume in microliters. This information shall be provided via email referencing individual compound vial barcodes.
6. The contractor shall ship the small molecules in the provided vials to NCATS.
(vii) Delivery shall be to:
The National Center for Advancing Translational Sciences (NCATS)
