San Francisco Bay Modeling. This is a Notice of Intent to Award a Sole Source Order to Stichting IHE Delft, Delft, The Netherlands for ongoing analysis and study of the San Francisco Bay Estuary Delta Islands relating to potential flooding.

To the knowledge of the USGS, Stichting IHE Delft is the only source capable of meeting all the described requirements below.

The potential Contractor must demonstrate:

Proven ability to use Delft3D FM model to model Delta island flooding in the San Francisco Bay-Delta system. This research will build upon and greatly benefit from the more than 13 years of previous work completed by IHE Delft Institute for Water Education, under the umbrella of Stichting IHE Delft, as part of the USGS CASCaDE I, II projects and San Francisco Bay Geomorphology task of the Sediment Transport in Coastal Environments project.

Ability to translate sea level rise and river flow scenarios into Delta island flooding predictions through application of Delft3D FM.

Staff with a PhD education focusing on hydrodynamic modeling of estuaries.

A publication record with multiple publications on hydrodynamic modeling of estuaries and relevant publications on the Bay-Delta environment.

Access to high performance computational facilities to efficiently run model sensitivity and scenarios

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.

Responses are due no later than 06/24/2020 1300 EDT. Response shall be submitted to Stewart Evans by email at sevans@usgs.gov. All responses shall be limited to 10 pages. No hard copies or submissions to FedConnect will be accepted.
