Added: Sep 08, 2015 1:02 pm NASA/GRC has a requirement for one (1) RSX Helium Compressor.
NASA/GRC intends to purchase the items from Linde Process Plants, Inc. NASA plans to incorporate this new helium compressor into a system that consists solely of Linde helium compressors and Linde helium expansion engines. Working together, these units provide helium cooling down to 10K. The control system already in place was specifically designed and installed for Linde equipment. Purchasing from a different manufacturer would require a complete control system rework, which would result in a substantial duplication of both cost and effort that would not be recovered through competition.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 15, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
