Added: Dec 11, 2015 6:12 pm Amendment 004:
The purpose of this amendment is to retract the following language that was posted in Amendment 003:

"The vendor must have successfully been certified at Capability Maturity Model Integrated (CMMI) Level III or higher by an independent SCAMPI certified appraiser; demonstrated, proven performance or certification in implementing agile or other iterative development models at an enterprise scale; and experience with ensuring conformance to electronic health record (EHR) certification requirements for Meaningful Use."


As a result, the language from the original solicitation document is now in effect. It is only preferred that a interested offeror been certified at Capability Maturity Model Integrated (CMMI) Level III or higher by an independent SCAMPI certified appraiser; demonstrated, proven performance or certification in implementing agile or other iterative development models at an enterprise scale; and experience with ensuring conformance to electronic health record (EHR) certification requirements for Meaningful Use..


All other terms and conditions shall remain unchanged.


The due date for proposals remains unchanged.

Added: Dec 10, 2015 2:32 pm The Indian Health Service is issuing a clarification on the answer provided in No. 84a within the Responses to Questions. Based on the determination by the IHS CIO, this solicitation is requiring all interested parties to be currently certified at CMMI Level III or above in order to respond.


The Indian Health Service is also issuing a clarification that all page limitations provided in Amendment 003 are firm:


Volume I: Technical Proposal (not to exceed 50 pages, excluding resumes,and/or other supporting attachments) (Amendment 003)


Volume II: Past Performance (no page limitation)


Volume III: Business Proposal (no page limitation) (Amendment 003)

Added: Dec 09, 2015 5:33 pm A new corrected copy of the Responses to Questions has been posted with a revised Question No. 111a that now correctly states the new due date for responses of December 22, 2015.

Past Performance Sureveys in accordance to Section L of amendment 003 will now be accepted up until 2:00pm EST on December 22, 2015.

Please note that IHS will not accept a Past Performance Survey from an IHS/OIT representative.

The purpose of this amendment is to:

1. Extend the response date for proposals from 12:00pm EST on December 4, 2015 to 2:00pm EST on December 18, 2015.


2. Notify all interested parties that answers to questions received will be provided by December 4, 2015.


3. The new due date for Past Performance Surveys is by 2:00pm EST on December 18, 2015

The purpose of this solicitation is to obtain services to provide development, maintenance and support for clinical, administrative, clinical, and infrastructure applications used to care for patients through the use of the IHS Resource and Patient Management System (RPMS).


This Request for Proposal is being issued as unrestricted Full and Open.


During the solicitation period, to ensure that the Government has time to adequately respond to technical inquiries and questions, all such inquiries must be submitted no later than 12:00pm EST, October 22, 2015 in writing via email to Michael Fischer, Contract Specialist, at Michael.Fischer@ihs.gov. Verbal inquiries will not be answered.


All proposals must be signed by an authorized signatory authority of the Offeror and submitted electronically to Michael.Fischer@ihs.gov by 12:00pm EST, November 13, 2015.
