The solicitation includes two contract line items: the rough terrain forklift itself and associated shipping/freight/delivery services, with detailed specifications provided in Attachment 2. Quotes must be submitted via email to aaron.dimeo@usda.gov by July 24, 2025, and offerors must complete FAR Provision 52.212-3 representations and certifications online through SAM.gov. Questions regarding the solicitation must be submitted in writing no later than 72 hours prior to the quote due date, with answers posted at least 48 hours before the deadline. Amendment 0001, issued on July 21, 2025, added a questions and answers document to provide additional clarification to potential offerors. The evaluation criteria and submission requirements are detailed in the attached RFQ terms and conditions document.
This procurement is designated as a 100% total small business set-aside under NAICS code 333924 (Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing) with a size standard of 900 employees. No incumbent contractors or potential award values are specified in the solicitation documents. The contract requires delivery of the forklift within 365 days of award on an FOB Destination basis to 411 South Donahue Drive, Auburn, AL 36832. The solicitation follows simplified acquisition procedures for commercial items and incorporates standard FAR clauses 52.212-4 and 52.212-5, with no additional contract financing arrangements or warranty requirements beyond customary commercial practices. The Defense Priorities and Allocations System (DPAS) ratings do not apply to this acquisition, indicating it is not considered critical to national defense priorities.
