PROJECT TITLE: ROSEBUD QUARTERS RENOVATION PROJECT

AMENDMENT #1 - The Project Manual and the Table of Contents has been revised to include added Specification Section 231126 Facility Liquefied-Petroleum Gas Piping and revised specification section 238127 Small Split-System Heating and Cooling AD-1.

Due to Amendment #1, the solicitation closing date has been changed to September 11, 2020.

BACKGROUND: The Bureau of Indian Affairs has a requirement to remediate five Government Quarters that have been contaminated by Methamphetamines. The Tribe does not have the option to contract this project under P.L. 93-638, Subpart J, therefore the Bureau of Indian Affairs is soliciting this work to be done on behalf of the Tribe. The Tribe does have a TERO Ordinance that will apply. The current TERO Tax is 3% and is due prior to the Notice to Proceed being issued. A copy of the Ordinance is attached. It is the contractor's responsibility to ensure compliance.

DESCRIPTION: Contractor shall furnish the necessary personnel, materials, equipment and services as necessary to successfully complete the work as required by the contract documents and attachments.

PROJECT LOCATION: The project is located in Mission, South Dakota, Todd County.

MAGNITUDE OF PROJECT: In accordance with FAR Part 36.204, the Project Magnitude is between $100,000 and $250,000.

SOCIOECONOMIC PROGRAMS: This procurement is being set-aside as a Total Small Business Procurement. Only those vendors that are registered in SAM as a small business under the stated NAICS Code can submit a bid. Due to issues with SAM, all bidders will need to be registered and active at the time bids are due. Those not registered will be eliminated and determined as non-responsive.

NAICS CODE: This procurement is being issued under NAICS Code 236118, Residential Remodelers, with a small business size standard of $39.5m.

PERMITS: Applicable Permits, archeological and environmental clearances have been acquired.

DATES: Bid Opening is set for September 9, 2020 at 3:00pm CT. The Government anticipates the award to be made by September 15, 2020. Notice to Proceed will be issued once bonding and insurance is provided, with 120 days to complete all work after Notice to Proceed (NTP) is issued.

SITE VISIT: A site visit will not be held. Information on how to visit the site is located under Section L.

BONDING: FAR Clause 52.228-15, Performance and Payment Bonds-Construction, will apply, along with FAR Clause 52.228-1 Bid Guarantee. Contractor will also comply with the Davis Bacon Act.
