ATK Launch Systems Inc., Magna, Utah is being awarded a noncompetitive cost-plus-fixed-fee contract. The total value of this contract is $48,247,398. Under this follow on contract, the contractor will provide technical support for all stages of Government Furnished Property (GFP), rocket motors (Trident I (C4), Castor IVA/IVB, Orion, and Orbus 1/1A). ATK will be responsible for motor refurbishment of GFP motors, providing technical support, flight certification, safe handling, transportation, propulsion, propellant/motor component testing, propellant sensitivity studies, aging assessment, storage, demilitarization and other technical support as needed.The work will be performed in Magna, Utah. The performance period is from March 2017 through March 2022. One offer was solicited and one offer was received. Fiscal 2017 Research, Development, Test and Evaluation funds in the amount of$4,866,719are being obligated on this award. The Missile Defense Agency, Redstone Arsenal, Alabama, is the contracting activity (# HQ0147-17-C-0031).

It is the intent of the Missile Defense Agency (MDA) to issue a sole source solicitation to the ATK Launch Systems division of Orbital ATK, Inc. (OATK), 5000 S 8400 W, Magna, UT, 84044, to provide technical support for all stages of Government Furnished Property (GFP), rocket motors (Trident I (C4), CASTOR IVA/IVB, Orion, and Orbus 1/1A). OATK will be responsible for motor refurbishment of GFP motors, providing technical support, flight certification, safe handling, transportation, propulsion, propellant/motor component testing, propellant sensitivity studies, aging assessment, storage, demilitarization and other technical support as needed.
The proposed contract will be awarded on a sole source basis to OATK pursuant to the authority of FAR 6.302-1(a)(2)(iii) for highly specialized services where it is likely that award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the Agency's requirements. To date, OATK is the only provider of this type of technical support for all stages of the Government Furnished Property (GFP) rocket motors (Trident I (C4), CASTOR IVA/IVB, Orion, and Orbus 1/1A).
