Response Date: May 19th, 2016 12:00 pm (Eastern Standard Time)



U.S. Environmental Protection Agency's Office of Superfund Regional Procurement Operations Division, seeks quotes for the following service identified in the attachment of work. Quotes are being requested in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The base period of performance is estimated to begin July 2016 and will not extend past two years based on the date of award. The total period of performance consists of one base period and one option period. The base period of performance for this purchase order is for twelve months. The option period shall not exceed twelve months. The Government is under no obligation to exercise the option period. Please see the attached Statement of Work for project details.



The performance of this contract will take place at the following locations:



Target Sensor Pod Areas

(Red Dots = SCAQMD sites; Blue Dots = School/EJ Areas; Gray Polygon = General Area of Interest

Salton Sea - Mecca, CA (2-3 sensors)

- 1 collocated with Saul Martinez SLAMS

- 1 collocated with Indio SLAMS

- 1 at Mecca Elementary School



Rubidoux/Mira Loma - Riverside, CA (2-3 sensors)

- 1 collocated with Rubidoux SLAMS

- 1 collocated with Mira Loma SLAMS

- 1 at Rubidoux High School



Carson-Wilmington Area (3-4 sensors)

- 1 collocated with Long Beach Near-road SLAMS

- 1 collocated with Long Beach Hudson SLAMS

Interested contractors should be advised the following:

Interested contractors must submit the following quotation package:

1. An executed copy of Standard Form 18. Please ensure blocks 12-18 are completed.

2. A firm fixed price quote consisting of the requested services, materials, and personnel.

3. An acknowledgment that your organization is registered and has an up to date System for Award Certification.

4. A technical proposal based on Technical Instructions (Attachment 3)

A firm fixed price purchase order will be issued to the successful vendor that provides the lowest priced technically acceptable quote. In accordance with FAR 13.106-1(a)(2), Soliciting from a Single Source, the U.S. Environmental Protection Agency's Office of Superfund Regional Procurement Operations Division, intends to award a sole source firm-fixed priced purchase order for evaluating sensor technologies. The purchase order is intended to be issued to South Coast Air Quality Management District-AQ-Spec Laboratory, 21865 Copley Drive, Diamond Bar, California, 91765-4178.



The US EPA, NERL, is conducting a sensor performance evaluation in the southern California geographical area in support of collaborative work with the US EPA Region 9. The NERL will be developing a low cost sensor pod capable of measuring fine particulate matter, ozone and environmental conditions (relative humidity and temperature). This device (pod) will be developed in the NERL's RTP laboratories and then transferred to AQ SPEC where its basic performance features (e.g., precision, accuracy, range of performance, response curve, specificity, etc) will be established using direct comparisons with field and/or laboratory-based FRM/FEM instrumentation. NERL is anticipating assembly of a maximum of 10 pods requiring evaluation. Upon establishing the satisfactory operating characteristics of the pods, the Contractor shall then locate the devices in a stationary manner in a geographically diverse pattern in southern California as defined by the NERL/Region 9. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within 3 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
