NRL is seeking to procure a turn-key, deployable, 4G LTE cellular communications testbed to allow our engineers to evaluate the suitability of different LTE cellular communication network topologies in a given deployment environment.

The testbed is defined as the combination of a deployable 4G LTE cellular network (also known as a self-contained network in a box), engineering support equipment, and mobile devices. The testbed will be used to simulate multiple commercial deployments (ie rural, suburban, and/or urban), be operated using cables in the lab, and be operated wirelessly in the field. As this will be a limited use network, the capacity to support 100 subscribers and 20 simultaneous users will suffice. The Contractor will engineer, document, deliver, setup, and test the system, and provide training, at NRL in Washington, DC.

All proposals shall be submitted in accordance with FAR 52.215-1- Instructions to Offerors-Competitive Acquisition. Proposals/offers submitted in paper media through the United States Postal Service (USPS) or delivery services shall be addressed:

If proposals/offers are submitted through the United States Postal Services or other delivery service, the Offeror shall provide the tracking number assigned to the package to the Contract Specialist prior to the closing date and time of the solicitation. The tracking number shall be emailed to terique.smith@nrl.navy.mil with the name of the Offeror and delivery service.

Proposals may be hand delivered to the Contracting Office, NRL, 4555 Overlook Avenue, S.W., Washington, D.C. 20375, Building 222, Room 115 between the hours of 0800 until 1600, local time, excluding weekends and federal holidays. NRL is a controlled-access facility. Photo identification will be required. Report first to Building 72, Visitor Control for access to NRL. After receiving a Visitor Pass, proceed directly to Building 222, Room 115, Contracting Office Receptionist to deliver the proposal. The Offeror shall allow sufficient time for delivery of their proposal to the Contracting Office prior to the closing date and time announced in the solicitation. Detention at the NRL gate or a failure to adhere to the procedures provided herein will not be considered an exception to timely proposal delivery as addressed in FAR 52.215-1, Instructions to Offerors - Competitive Acquisitions. Offerors hand carrying proposals shall contact the contracting officer or contract specialist at least 48 hours prior to arriving at NRL to make arrangements and obtain directions. Packages should not be sealed as they are subject to inspection. The contracting officer or contract specialist will receive the proposal and provide the Offeror with the time and date of delivery.

Facsimile proposals are not authorized.

Proposals shall be submitted electronically and by hard copy. Submissions shall include one original paper submission, one copy paper submission, and one email submission in either Microsoft Word or .pdf format. The attachments to any single email may not exceed a total of 15 MB. The e-mail(s) shall have in the subject line solicitation number N00173-15-R-TR02 and due date and time.
