The U.S. Department of Housing and Urban Development (HUD) intends to issue Request for Quotations (RFQ) DU205NC-12-Q-0025 in support of the HUD Office of Policy Development and Research. The HUD Office of Policy Development and Research has been extensively involved in supporting research and development on building technology innovations, construction systems, products, standards, regulations, and code issues which affect the affordability, safety and livability of the nation's housing. As the interrelationships of these topics become more complex, the continued need to conduct research and demonstrations becomes even more critical.
HUD sponsored the development of the 2000 edition of the Residential Structural Design Guide, a document to assist engineers, architects and other designers in developing resource efficient designs for residential buildings. Because many aspects of residential design typically rely on a prescriptive approach (such as 2x4 studs 16 inches on center) with little regard for the actual structural requirements, the requirements of an "engineered" design is often unfamiliar to engineers and architects.
Since the Residential Structural Design Guide was published in 2000, many new building code requirements have been implemented and the understanding of the loads homes experience has improved. Additionally, new products have entered the market that may affect the way homes are designed.
This project will serve to update the Residential Structural Design Guide to reflect current research and performance requirements (through added content or revisions).
The North American Industry Classification System (NACIS) Code is 541330-Engineering Services. The Small Business Size Standard is $14 million. The RFQ contract type is Firm Fixed Price (FFP). The proposed performance period will be eighty (80) weeks from the Effective Date of Award. This is a notice only, and it is not a Request for Quotation (RFQ). The RFQ will be issued on or about July 9, 2012. The RFQ and any amendments, updates, questions, answers and changes to the posted information will be available at the following websites: http://www.fedbizopps.gov/, and the HUD Current Contracting Opportunities website: http://www.hud.gov/offices/cpo/contract.cfm. A Purchase Order Award will be made under Federal Acquisition Regulation (FAR) Part 13 - Simplified Acquisition Procedures (SAP) in a not to exceed amount of $150,000.
Potential Quoter(s) who download copies of RFQ from HUD's Internet site or Home Page Contracting Opportunities or FedBizOpps will not automatically receive any amendments to the RFQ. Potential Quoter(s) are advised to check back frequently to see if HUD has issued any amendments to the RFQ you have obtain. All amendments will be posted to FedBizOpps and the HUD Homepage Contracting Opportunities website. Hard copies of this RFQ may be obtained by writing to: Lisa Simon-Lewis, Contract Specialist, HUD Chicago Contracting Operations Branch, 77 West Jackson Blvd., Room 2517, Chicago, Illinois 60604-3507 or you may email your questions to Lisa.Simon@hud.gov. Please reference solicitation number DU205NC-12-Q-0025.
