About this opportunity

The U.S. Embassy in Mexico City is seeking a contractor to renovate two restrooms in a residence to comply with the American Disabilities Act. The restrooms must be expanded and additional fixtures added. Contractors must be technically qualified, financially responsible, and meet all local licensing requirements. Proposals are due March 1st and work should commence by March 15th and be complete by May 24th. Respondents must be registered in SAM and have the ability to obtain payment and performance bonds.

There is no set-aside designation. The work involves construction services with an estimated value between $25,000 to $100,000. Contractors must have experience performing similar renovations, an English proficiency, and not have any political or business conflicts of interest with the United States. A pre-solicitation notice was issued on February 2nd and the full solicitation will publish on February 16th, with site visits occurring between February 20th-23rd.

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Mexico City will launch the solicitation on SAM.gov website when available.

The U.S. Embassy Mexico City has a requirement for a professional contractor for remodeling and renovation services of  (2) restrooms on the first and second floor of a residence in Mexico City.  This renovation will need to comply with American Disability Act (ADA) specifications to ensure that this meets US code. This effort will have an estimated value between $25,000 and $100,000 U.S. dollars, per FAR 36.204 (b).

The current restroom configuration consists of one toilet and two urinals. The proposed modifications aim to not only expand the restroom's dimensions but also bring it in line with ADA standards. This involves the addition of extra urinals and toilets. A complete solicitation package with design, schematic drawings, specifications, site visit information and proposals deadline will be posted in the near future.

All construction contractors that respond to the solicitation must be technically qualified and financially responsible to perform the work.  At a minimum, each offeror must meet the following requirements when submitting their proposal:

  • Be able to understand written and spoken English;
  • Have an established business with a permanent address and telephone listing;
  • Have the necessary personnel, equipment and financial resources available to perform the work;
  • Have all licenses and permits required by local law;
  • Meet all local insurance requirements;
  • Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution;
  • Have no adverse criminal record;
  • Have no political or business affiliation which could be considered contrary to the interests of the United States;
  • Have good experience and past performance records; and,
  • Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation.
  • Develop and implement an approved safety plan for all work.

Site Visit (Range): 20-23 February, 2024

Offers Due: 1 March, 2024

Work Commences: 15 March, 2024

Work Complete: 24 May, 2024

All contractors are to be registered in the SAM (System for Award Management) Database https://www.sam.gov  prior to submitting a quotation pursuant to FAR provision 52.204-7.
