NOTICE OF SOLE SOURCE INTENT
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES
The Bureau of Reclamation, Acquisition Operations Branch, intends to award a Firm Fixed Price purchase order to Joseph R. Kasprzyk PhD through the Regents of the University of Colorado located in Boulder, Colorado for a peer review of Lugert-Altus and Tom Steed Reservoirs Firm Yield Models and Associated Technical Memorandums. Reclamation has found Dr. Kasprzuk to be the only reasonable source able to successfully provide the requirement due his unique qualifications and experience with the subject matter.
A Determination to Solicit From a Single Source is being prepared. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
The Government anticipates award on or around before December 22, 2020. Vendors that have questions regarding the sole source nature of the requirement, or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to asomerville@usbr.gov. In order to allow for sufficient Government consideration and potential quote evaluations, vendors must submit their written Letter of Interest no later than November 16, 2020. Responses received after November 16, 2020, may not be considered by the Government.
All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or an "other than small business" under the North American Industry Classification System (NAICS) Code 541990. The applicable Small Business Size Standard is $16.5 million.
A determination by the Government not to complete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to submission of a quote/proposal/bid. SAM is a Federal Government owned and operated FREE website currently located at beta.sam.gov.
All invoices for this procurement must be submitted through the Department of Treasury's Invoices Processing Platform located at www.IPP.gov.
Questions regarding this can be directed to Contract Specialist, Amanda Somerville, asomerville@usbr.gov.
