The Department of the Air Force Materiel Command Nuclear Weapons Center (AFNWC) is seeking Software as a Service (SaaS) 3.0 solutions to modernize its legacy software applications supporting nuclear deterrence missions. The procurement aims to migrate existing software to a more scalable cloud-based architecture using Platform as a Service (PaaS) and Infrastructure as a Service (IaaS) environments. Key contract objectives include reducing procurement timelines, decreasing program sustainment costs, increasing system reliability, and implementing continuous integration and delivery pipelines. The agency is currently conducting a Request for Information (RFI) to gather industry insights and will host a virtual Industry Day on March 19th, 2025, to provide additional details about the upcoming solicitation. Potential contractors must be prepared to manage software market research, develop software approval packages, procure and manage licenses, and support over 1,000 current users across multiple networks.

The contract structure will include a base year with option years and use Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs) for labor, data, other direct costs, and travel. Contractors must maintain Controlled Unclassified Information (CUI) level security clearance and be capable of operating remotely using government-issued Common Access Cards (CAC). The due date for the RFI responses is March 17th, 2025, with an anticipated full Request for Proposal (RFP) to follow in the subsequent months.

Requesting industry advice and information for the following and per the attached Performance Work Statement:
The AFNWC Systems Directorate procures, develops, and sustains software applications supporting its nuclear deterrence mission. The goal of the AFNWC 's Information Technology (IT) Division (NIXPA) is to migrate the existing legacy software to a more evaluable architecture that can leverage the AFNWC cloud environments. This will bring capability to the war fighter faster, reduce procurement timelines, reduce program sustainment costs, and increase system reliability. AFNWC seeks to modernize the use and deployment of its current applications and leverage the advantages of cloud computing, Platform as a Service (PaaS), and Infrastructure as a Service (IaaS). Additionally, AFNWC plans to adopt continuous integration and continuous delivery pipelines to deploy software capability more quickly in support of AFNWC weapons system design reviews and business intelligence.
