This Amendment corrects the following error and also extends the full IFB FBO.gov posting date.

The NAICS code listed in the pre-solicitation notice was incorrect. This Amendment replaces the Pre-Solicitation NAICS CODE of 238220 Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $15.0 million in average annual receipts with NAICS CODE 236210 Industrial Building Construction, with a size standard of $36.5 million in average annual receipts

The release date of a full Request for Invitation for Bid (IFB) numbered VA247-17-B-0156 is extended to February 24, 2017. Unless additional notice is given or this notice is modified, the full IFB will be posted on Federal Business Opportunities (www.fbo.gov) on or about February 24, 2017.

The William Jennings Bryan Dorn Department of Veterans Affairs Medical Center, Network Contract Office (NCO) 7 located at 6439 Garners Ferry Columbia, South Carolina intends to release a Request for Invitation for Bid (IFB) numbered VA247-17-B-0156 for project # 544-15-211 entitled Water Pipe Replacement on or about February 8, 2017. Unless additional notice is given or this notice is modified, the full IFB will be posted on Federal Business Opportunities (www.fbo.gov). The type of work to be performed will be plumbing. Primary NAICS code is 238220; Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $15.0 million in average annual receipts. The project magnitude is between $250,000.00 and $500,000.00. Period of performance is 90 calendar days.

The project will be a 100% set-aside for verified Service Disabled Veteran Owned Small Businesses (SDVOSB) under Public Law 109-461, 38 U.S.C 8127 & 8128. In accordance with VAAR 804.1102 only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSBs in accordance with VAAR Part 819.  A non-verified vendor that submits a bid or proposal will be rejected as non-responsive or technically unacceptable as listing in VIP is not self-correctable as a minor informality as, for example, a listing in CCR or ORCA.  All other purported SDVOSBs must apply for and receive verified status in accordance with 38 CFR Part 74 and be listed in VIP prior to submitting a bid or offer on an acquisition conducted in accordance with VAAR Part 819.  The VIP database will be checked both upon receipt of an offer and prior to award.

A bidder s mailing list will not be maintained, interested bidders should register in the interested vendors section of this notice. Offeror must be able to provide Safety or Environmental Violations and Experience Modification Rate prior to award of a Construction Contract, must have at a minimum certification of not more than three (3) serious, or one (1) repeat or one (1) willful OSHA or EPA violation(s) in the past three years, and a current Experience Modification Rate (EMR) equal to or less than 1.0. Details on obtaining and submitting this information will be in the IFB package.

This is a pre-solicitation notice synopsizing an upcoming IFB to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Officer (CO) will not be able to answer any questions pertaining to this notice. Questions will only be answered that are received by Request for Information (RFI) after the IFB has been posted to FBO. The CO will not maintain a bidder s mailing list. All interested parties should register via www.fbo.gov interested vendors list. Do not contact the CO for General Contractor Information. It is the responsibility of the bidder to monitor and download all information, including amendments, from FBO which.

There will be a pre-bid site investigation held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid site investigation will be included in the IFB. Do not contact the CO to schedule a site investigation.

The scope of work for this project is to replace approximately 800 of an existing 10 water pipe. Contractor will be required to provide all labor, materials, equipment, permits, licenses, and supervision necessary to complete the project.

Accepted final project shall be in accordance with final contract documents, applicable plans and specifications.
