Question: Is there a specific reason why Flex TPO 80 mil is not being accepted as an alternate?
Answer: Flex TPO membrane is not compatible with TPO specified.
Flex Elvaloy of .80" thickness for 30 year warranty roof is compatible with TPO specified. The noted Flex Elvaloy is acceptable.

This is solicitation is hereby amended to respond to submitted questions.
Question 1: What is the minimum R-value for the roof insulation?
Answer 1: Please be informed that the existing roof does not have any roofing insulation, therefore, the existing R-Value is zero.
Question 2: What thickness cover board is required? Provide R-value and thickness.
Answer 2: The new roofing membrane requires insulation and cover board.
My suggestion is that the minimum is acceptable, which is better and an improvement to existing. Since the roofing thickness affects new roof slopes at perimeter crickets for roof drains, the minimum will work best.
The minimum requirement for insulation and cover board from membrane roofing manufacturer is acceptable.

This is solicitation is hereby amended to respond to submitted questions.
Question 1: See attached substitution request regarding the roof membrane for the Replace Roofing System - EDIS project. Also attached, please see Flex 80 mil TPO Product Data Sheet and Flex Sample 30 Year NDL Total System 55 mph Wind Rider Warranty.
Answer 1: Per Flex membrane information received, Flex Elvaloy would be compatible to Firestone 30 year warranty, .90 thickness, white membrane, high quality.
Question 2: I'm with a roofing manufacturer, CeDUR. We manufacture a synthetic wood shake roofing material, and I would like to see if our roofing material could be looked at for Building 35 at Thomas Edison National Historical Park.
Answer 2: The material selected for Building 35 with a curved/canopy roof profile is membrane roofing. The proposed material of synthetic wood shake roofing is not acceptable as an alternate material for this project.

The period of performance shall commence within ten (10) calendar days of the Notice to Proceed. The performance should be completed within ninety (90) calendar days after the Notice to Proceed is issued.
The order of magnitude for this project is estimated to between $100,000 and $250,000. The successful offeror must be registered in SAM (System for Award Management) and have current online Representations and Certifications. Please access http://www.sam.gov to update your records prior to submitting final offer.
Note: A certificate of insurance, payment and performance bonds are required.
If quote is over $150,000 - bid bond is required.
Department of Labor wage rates apply and are included as part of this solicitation package. See Section J

This solicitation will be a total small business set aside in accordance with FAR Subpart 19. The NAICS code for this procurement is 238160 Roofing Contractors with a Small Business Size Standard is $15.0 Million. Offerors must be currently listed in the System for Award Management (www.SAM.gov) as a Small Business for this solicitation¿s NAICS code. Offerors not listed may be deemed ineligible for further consideration for award. Offerors are required to have a DUNS number and an active registration with current representations and certifications in SAM as of the solicitation closing date.
The Department of the Interior, The National Park Service NY MABO intends to issue a Request for Proposal (RFP) for a construction solicitation for the removal and disposal of existing single membrane roofing system and related accessories at Building 35 at Thomas Edison National Historical Park. The contractor shall provide all labor, equipment, and materials to accomplish this work.
In accordance with FAR 36.204 the magnitude of this contract is between $100,000 and $250,000. Award will be made to offeror providing the lowest price. The resulting contract will be firm fixed price.
The Request for Proposal (RFP) will be available on or about July 10, 2019 by electronic means only and can be downloaded along with all related attachments from the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov and FedConnect (www.fedconnect.com) website. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP.
All offerors must establish and/or maintain an active registration and have up to date representations and certifications at http://www.sam.gov prior to closing date of this RFP.
The Government reserves the right to cancel this Request for Proposals.
