About this opportunity
This solicitation from NASA's Marshall Space Flight Center seeks to renew hardware maintenance of ImaGen and iHawk rack mount systems, NightStar software maintenance, and associated peripheral devices in support of avionics system testing and development within the agency's Integrated Avionics Test Facilities. Concurrent Real-Time Inc. provides the proprietary RedHawk Linux real-time operating system certified for these systems, and is the only vendor that can provide maintenance for compatibility and functionality already established within the test facilities. Interested parties may submit capabilities by March 2, 2020 to kelcey.cole@nasa.gov solely for the purpose of determining whether this will be procured on a competitive basis or sole source from Concurrent Real-Time Inc.
No set-aside designation is used. Place of performance is within the United States. Concurrent Real-Time Inc. is identified as the potential incumbent due to providing the proprietary real-time operating system and certification required. The solicitation is for renewal of existing hardware and software maintenance, with no values or timelines provided. The NAICS code is 541511 and PSC code is D302 for computer systems engineering services.

NASA/MSFC has a requirement for the hardware maintenance of the ImaGen and iHawk rack mount systems plus peripheral devices and NightStar software maintenance in support of the avionics system testing and development within the Integrated Avionics Test Facilities (IATF) which includes the System Integration Labs (SIL), the Software Development Facilities (SDF), and the System Integration Test Facilities (SITF). These labs perform the integration and testing of the avionics systems and flight software for the new launch vehicles.
Concurrent Real-Time provides the ImaGen and iHawk systems with their proprietary RedHawk Linux real-time operating system as well as the certification for these systems. Because of the complexity of the real-time computing, the systems running the real-time operating system must be certified by the provider of the systems. All peripheral input/output (I/O) devices and their associated driver software must be certified by the real-time operation system vendor. Concurrent Real-Time’s proprietary RedHawk Linux real-time operating system is the real-time operating system currently used throughout the IATF labs. They guarantee the real-time performance of these systems and the peripheral I/O hardware meets the IATF’s specific requirements.
Concurrent Real-Time maintains the systems and peripheral I/O devices to these standards. They are the only vendor that can provide the maintenance for the iHawk and ImaGen systems, NightStar software, and the peripheral I/O devices. The compatibility and functionality of the Concurrent Real-Time servers and systems with the other hardware and equipment used in the IATF labs is well-established and must be maintained.
NASA/MSFC intends to procure this hardware and software maintenance from Concurrent Real-Time Inc on a sole source basis.
The Government intends to acquire this commercial item using FAR Part 12.
All contractual and technical questions must be in writing e-mail to Kelcey Cole at kelcey.cole@nasa.gov no later than February 27, 2020 by 12:00 P.M. CST. Telephone questions shall not be accepted.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact (KELCEY.A.COLE@NASA.GOV) no later than March 02, 2020 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
Oral communications are not acceptable in response to this notice.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .
