The Naval Research Laboratory (NRL) has a requirement to design a compact prototype system for a man portable, stand-off or Remote Explosives Detector, suitable for field testing, based on a NRL developed infrared photo-thermal breadboard system. The system shall retain and advance the functionality of the breadboard unit, while reducing the size, weight, and power. The resulting system will be designed to be operated by an end user in a field environment. It is anticipated that only one award will result from this procurement for a final prototype design and an option for building and testing the designed prototype. The anticipated period of performance is 5 months for the final design and an additional 6 months for the option.
NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a proposal which shall be considered by the agency. This is not a solicitation. When this solicitation is released, it, and all other business opportunities for NRL, will be available at our website http://heron.nrl.navy.mil/contracts/rfplist.htm
The Government does not intend to use FAR Part 12, Acquisition of Commercial Items.
