About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source Purchase Order for five shock- and vibration-reinforced Hobart 2400 units. The procurement will be conducted under the Department of the Navy Naval Sea Systems Command, specifically utilizing the Engineering Services NAICS category. According to the pre-solicitation notice, Mark C. Pope Associates, Inc. is the only responsible source capable of fulfilling the Navy's requirements, which is being justified under 10 U.S.C 2304(c)(1). The government plans to make an award prior to the first quarter of fiscal year 2025, with a closing date for interested parties to submit information set for February 24, 2025. Responses must be submitted via email to Karen Morris, and while this is not a competitive proposal request, the government will consider all information received before the closing date.
The pre-solicitation notice indicates there are no specific set-aside designations for this contract opportunity. The sole source procurement will focus on electrical control equipment, with a Product Service Code (PSC) of 6110. The proposed award will be made exclusively to Mark C. Pope Associates, Inc., with the government retaining full discretion to determine whether to conduct a competitive procurement based on any responses received. While specific award value details are not disclosed, the contract will cover the procurement of five specialized Hobart 2400 units with shock and vibration reinforcement capabilities. The timeline suggests the procurement and potential contract modifications will be completed in the first quarter of fiscal year 2025, with the government seeking to secure these critical equipment units through a direct negotiation process.
