The U.S. Environmental Protection Agency (U.S. EPA) has a requirement for Regulatory, Analytical, and Evaluation Support Services for Radiation Protection Programs. The mission of the Radiation Protection Division (RPD) of the Office of Radiation and Indoor Air (ORIA) is to establish and manage a national program to ensure that public health and the environment are protected from the risks of unnecessary exposure to ionizing and non-ionizing radiation. ORIA accomplishes its mission by developing and implementing standards and guidance, fostering the use of innovative technologies, and serving as a reliable source of credible information on issues related to radiation protection.
Major program areas include (1) Radioactive Waste Disposal and Management (e.g., WIPP, Yucca Mountain, TENORM, Low Activity Waste, clean materials, disposal of waste from weapons of mass destruction); (2) Cleanup (e.g., radioactively contaminated sites, federal guidance, technology assessment, risk modeling); (3) Air Toxics [e.g., NESHAPs (National Emission Standards for Hazardous Air Pollutants)]; and (4) related areas (e.g., modeling, risk assessment, risk harmonization, Toxics Release Inventory, radiation information management).
Contractor support is required for the development and implementation of regulations and guidance; the development and support of voluntary partnerships and programs; the evaluation and characterization of radiation sources and their disposition through the environment; the development of guidance and site-specific analyses associated with remediation; the evaluation of innovative technologies, and the provision of reliable public information on issues related to radiation protection. To provide this support, the Contractor shall be familiar with all significant Agency policies/practices and guidance and be able to prepare documents and deliverables that meet "plain English" requirements. The Contractor shall furnish the necessary personnel, materials, equipment, hardware and software, services, and facilities to perform any work as specified in work assignments.
The EPA anticipates the award of a cost-plus fixed fee, level of effort type contract with a base period of performance of twelve (12) months, and four (4) additional twelve-month option periods. The anticipated contract award date is November 16, 2015. The total duration of the proposed contract is sixty (60) months for a total of 101,000 labor hours consisting of a base quantity of 13,000 labor hours and 6,500 optional quantity labor hours for the base year and each option period (with the exception that Option Period 4 will have 10,000 optional quantity labor hours). This effort is a follow-on to contract EP-D-10-042 with SC&A which expires on November 15, 2015. The associated North American Industry Classification System (NAICS) code is 541620 with a size standard of $15M in average annual receipts over the last three years.
The solicitation is scheduled to be issued on or around April 27, 2015 as a Total Small Business Set-Aside. Proposals will be due approximately 30 calendar days after issuance of the solicitation. Firms are encouraged to access the solicitation and amendments via the FBO website. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted to ensure that you have the most up-to-date information about this acquisition. Telephone and FAX requests will not be honored.
All responsible sources may submit a proposal which shall be considered by the Agency. The Government is not obligated or committed to award any contract as a result of this notice.
