This competitive action is funded by the American Reinvestment andRecovery Act (ARRA) for the base year effort in the amount of $254,355.00. The optionyear effort, in the amount of $245,647.00, if exercised, will not be funded by ARRAfunds. The total potential contract value is $500,002.00. This award results from acompetitive selection under the National Aeronautics and Space Administration (NASA)Headquarters released NASA Research Announcement (NRA) for foundational research insupport of the Aeronautics Research Mission Directorate (ARMD), entitled "ResearchOpportunities in Aeronautics (ROA) 2009 under NNH09ZEA001N, Amendment 1, NextGen Aviation Safety Project. The NextGen-Aviation Safety Project explores ways to improvethe overall safety of aircraft that fly today in U.S. airspace and those that will fly inthe U.S. system for tomorrow. One of the biggest challenges to developing the NextGenis improving safety while also improving efficiency in more crowded skies. New aircraftwill use new operations and people will have new roles. The Aircraft Aging andDurability (AAD) Project is part of the Aviation Safety Program and focuses on aging anddamage processes in recently designed and certified aircraft, rather than life extensionof vehicles which have been in production for many years. The ADD project emphasizes newand emerging material systems/fabrication techniques and the potential hazards associatedwith aging-related degradation. AAD's goal is to take a proactive approach to identifyingaging-related hazards before they become critical, and to developing technology andprocesses to incorporate aging mitigation and maintenance into the design of futurecivilian and military aircraft. The Aircraft Aging and Durability (AAD) Project is partof the Aviation Safety Program and focuses on aging and damage processes in recentlydesigned and certified aircraft, rather than life extension of vehicles which have beenin production for many years. The AAD project emphasizes new and emerging materialsystems/fabrication techniques and the potential hazards associated with aging-relateddegradation. AAD's goal is to take a proactive approach to identifying aging-relatedhazards before they become critical, and to developing technology and processes toincorporate aging mitigation and maintenance into the design of future civilian andmilitary aircraft. Major research challenges include the durability of materials usedfor aviation safety. The focus area under this contract with the University of Illinoisshall be to develop a process, manufacture, and deliver composite face sheets thatincorporate a self-sealing resin system.
