About this opportunity

The U.S. Department of Navy, Naval Research Laboratory published a Special Notice to enter into a sole source contract with Vaisala Inc. for 325 RD-41 Dropsonde Atmospheric Profilers. The profilers will be used in a joint research campaign studying tropical cyclones from July to October 2021.

The Special Notice provides details on the profilers' requirements to collect pressure, temperature, humidity, wind speed and direction data at 2 Hz as they fall from aircraft into hurricanes. Profilers must be compatible with NOAA aircraft launch and data systems, have proven hurricane data collection in the past three years, and be deliverable within 60-90 days of award. Payment will be made after acceptance. Interested contractors have 15 days to demonstrate ability to meet specifications if seeking to compete the proposed sole source award, which is at the government's discretion. The objective is to obtain profilers to support hurricane research from July to October 2021.

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with VAISALA Inc. in accordance with FAR 6.302-1 for the award of RD-41 Dropsonde Atmospheric Profilers.

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Any submitted capability statement, proposal, quotation, or supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received shall be considered by the agency; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
