Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
30th Contracting Squadron, Vandenberg AFB, CA intends to award a firm-fixed price contract on a sole source basis with an effective date of 01 Oct 14 and potentially ending 30 Jun 15, (contemplating a 6-months base and one 3-month option) to InDyne, Inc. Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
Currently the Range Operations Support (ROS) requirements are included in VAFB Western Range Operations Communications and Information Contract (WROCI), which expires 30 Sep 14. The follow-on WROCI requirements have been broken out into two contracts: 1) the Launch and Test Range System (LTRS) Integrated Support Contract (LISC), FA8811-13-R-0001 acquisition is currently in progress with Space and Missile Systems Center, El Segundo, CA leading the acquisition. 2) The Range Operations Support (ROS) acquisition, FA2521-13-R-0005, is currently in progress with the 45th CONs, Patrick AFB, FL leading the acquisition. With the breakout of the WROCI into two separate contracts, the initial intent was to have the two contracts start concurrently. However, the ROS acquisition has encountered delays, therefore, the contract award date has been extended. Therefore, due to the critical nature of the ROS requirements and the need for uninterrupted service, it's in the government best interest to award a sole source short-term interim contract to InDyne until 45th CONS award the ROS contract. The extension of the VAFB ROS interim contract beyond the intial 6-months will be dependent upon the award of the 45th CONS ROS contract. The extension of the contract beyond the 6-months base period may be in one month increments.
The contractor will be responsible for three primary areas of responsibility of Mission Support Communications services. First, the contractor will integrate with AFNETOPS and provide network update and software configuration, anomaly tracking and system restoration, and response to help desk inquiries. Secondly, the contractor will operate and maintain the Geospatial Information System (GIS) database. Thirdly, the prospective contractor will provide Information Assurance (IA) for Mission Support Communications systems, as well as physical IA management of the network. In addition the prospective contractor is responsible for switchboard operations and maintenance; and management of the Vandenberg Electronic Security Systems.
30th Contracting Squadron intends to execute this action as a sole source to InDyne, Inc. InDyne, Inc. is the only company capable of providing the Range Operations Support in a timely manner and without a break in service.
