About this opportunity

This Special Notice announces the Department of Homeland Security Customs and Border Protection's intent to award a sole source contract to McQ, Inc. for radar triggered trail cameras, sensors, and training to support maintenance and updates to the United States Border Patrol's existing Unattended Ground Sensor inventory system.

The notice provides contractors until September 24, 2021 to express capability and interest in the requirement by submitting information to Contract Specialist Micky L. Hallman. Only McQ, Inc. is identified as able to meet requirements, though the notice serves to determine if competition is warranted. Eligible small businesses must demonstrate through email the ability to provide items and meet standards for the Unattended Ground Sensor program to detect activities on structures, grounds, and subsurfaces along the border. No responses other than emailed capability statements will be considered by the deadline. The sole source award would be for firm-fixed price and is justified under FAR 13.501(a)(1)(ii) authority.

Notice text

This serves as a notice of intent to award a sole source requirement to McQ, Inc. (1551 Forbes St, Fredericksburg, VA  22405) for Radar Triggered Trail Cameras, Sensors, and Training required for the update, maintenance, and enhancement of the existing U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), Unattended Ground Sensor (UGS) deployed inventory.  This inventory is used to perform detection activities, on or inside various architectural structures, and in, on or near ground surfaces and sub-surfaces.  This requirement facilitates the maintenance and update of a critical portion of the existing UGS program and the refresh of outdated technology.  USBP intends to award a Firm-Fixed-Price (FFP) Purchase Order to fulfill these requirements.

This proposed contract action is for items which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii).  McQ, Inc. is the only contractor identified by market research that can meet the complete requirements outlined in the customer’s Statement of Work.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement by Friday, September 24, 2021, at 3:00pm Eastern Daylight Time.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any vendors who believe they can provide the items required and can provide proof of ability to meet the requirements should email their company's capabilities information to the attention of Contract Specialist Micky L. Hallman by the response deadline indicated above.  Only email submissions sent to the following address will be accepted: Micky.L.Hallman@cbp.dhs.gov.  No phone calls.  Information submitted should fully support the company's capability to meet the requirements of the USBP UGS program.
