The purpose of this amendment to PR-R4-08-10120 is to answer questions received between the issuance of Amendment 1 and 5/9/08. Note Q followed by a number denotes the number of each question and A followed by a number denotes the answer to that question.
Q1. Can we include a Program (contract) as one project in section F and also include a specific assignment or site under that program as another project? A1. That is a company decision. We have no objection to a company doing that. We are looking for a total not to exceed 10 projects. Q2. Are the goals for small disadvantaged business, women-owned business, HUB zones, and service disabled veteran owned small business included in the overall small business goal or are all the small business contracting goals additive? A2. The goals are not additive. The sub-goals for disadvantaged, woman-owned, etc. are all subsets of the small business goal.
This amendment also changes the form and criteria to be used to rate factor 3, past performance. We will be using the categories from the Architect and Engineer Contractor Performance Report used in the Contractor Performance system. The major factors in this form are the following: pre-design/planning phase, concept design phase, design development phase, construction documents phase, and construction administration phase. Firms may contact the Contracting Officer or Contract Specialist to obtain a copy of the form if desired.

Q1. Is there an incumbent contractor? A1. Yes, Black and Veatch Special Projects Corporation located at 1145 Sanctuary Parkway, Suite 475, Alpharetta, GA 30004. The current contract expires on 6/16/2009.Q2. When and where will supporting information for the solicitation be available? A2. The synopsis and the Statement of Work can be found at the following website: http://www.epa.gov/oamreg01/region4/PR-R4-08-10120/index.htmQ3. Where may offerors access contract terms and other contract-related information, such as small business goals, related to this procurement? A3. The procurement is being conducted under FAR Part 36.6. The synopsis describes the process. A Request for Proposals (RFP) which will include the contract terms and conditions will not be issued until a most highly qualified firm is determined. The RFP will be issued only to that one firm and prices requested at that time. The small business goals for the USEPA can be found at the following website: http://www.epa.gov/osdbu/goals.htmQ4. Is there a deadline for submittal of questions? A4. We would like to receive all questions by May 12. However all questions will be answered.Q5. Which sections of the SF-330 address each evaluation criteria? A5. All sections of the SF-330 will be considered for answers to each evaluation criteria. There are no sections designated as related to specific evaluation criteria.Q6. What does business relations mean? A6. The definition is from the Contractor Performance System used throughout the Federal Government and reads as follows: Effective management; businesslike communications; prompt notification of problems; reasonable, cooperative, flexible, pro-active dealings; effective small/small disadvantaged business subcontracting.Q7. Should the list of projects include the projects performed by team subcontractors? A7. Yes it can.Q8. Are programs (contracts) permissible to use as projects? A8. Projects performed under contracts are permissible.Q9. May an 8 point font be used for the tables and figures? A9. No. No point font smaller than 10 point may be used.Q10. Does the past performance have to be limited to that of the prime contractor or will the past performance of the subcontractor be allows as well. A10. Past performance may include team subcontractors.Q11. Does the page count include the Part II submittals? A11. YesQ12. Are there any specified page limits for resumes and projects? A12. No. However, all submittals count in the page limit.Q13. Are there any required key resumes? A13. A Program Manager is the only key personnel.Q14. May the projects and resumes be more than one page? A14. Yes. However, all submittals count in the page limit.Q15. May we use divider tabs between each section of the SF-330 or will these count as part of the 35-page page count? A15. You may use dividers as long as they contain no narrative that would be considered in the evaluation process.Q16. For Section F, can we present more than 10 projects: The (SF-330) form says present 10 projects ?if not specified? in the solicitation). A16. Present 10 projects.Q17. For Sections E and F, if a project is ongoing should we leave the ?year completed? box blank or put ?ongoing? in the box? A17. Put ?ongoing? in the box.Q18. For Sections E and F, if a project did not involve construction, should we leave the ?year completed? box for construction blank or should we put ?none?? A18. Each firm can decide how it completes these items. Include enough information to allow the raters to understand the company?s capabilities.Q19. Will scores awarded to short-listed firm for their oral presentation be combined with the scores awarded for the SF-330 submission to arrive at a final score? If so, what weight will orals be given compared to the SF-330? A19. Orals will augment evaluation criteria 1 and 4, as stated in the synopsis. The score for these two criteria may be raised as a result of the oral presentations, up to the maximum amount specified for those criteria. Q20. What type of counter terrorism assistance does EPA anticipate requiring under the contract? What type of assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act does EPA anticipate requiring under the contract? A20. We are looking for the ability to respond and perform the work stated in the synopsis and further detailed in the statement of work found at the website referenced in question 2. There may be instances when the awarded contractor may be asked to accept work in and outside of Region 4 in order to help EPA respond to terrorism acts or perform work under the Stafford Act.

Added: Apr 23, 2008 4:18 pm Remedial Action Contract II (RAC) procurement. The procurement will be done as a full and open competition under NAICS 562910 with a size standard of 500 employees. The U.S. Environmental Protection Agency, Region 4 is looking for architect and engineering services for remedial activities. Region 4 consists of the states of Alabama, Mississippi, Florida, Tennessee, Georgia, Kentucky, North Carolina and South Carolina. There may be occasions where EPA will need the contractor to work in EPA regions outside of Region 4. Work will consist of professional A&E, technical, and management services to support remedial response, enforcement oversight and non-time critical removal activities. Work will be performed under the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act pursuant to the Federal Response Plan (FRP) and other laws to help address and/or mitigate endangerment to public health, welfare or environment, and to support State and communities in preparing for responses to releases of hazardous substances, as well as counter-terrorism. Contract services will include performance of site management, remedial investigations and feasibility studies (RI/FS), engineering services to design remedial actions, construction management for selected remedy and engineering services for oversight of construction. Work will also include engineering evaluation and remedial RI/FS investigations/feasibility studies, remedial design, remedial action, removal action, and negotiation support, as well as other technical assistance including community involvement, sampling and analysis support, risk assessment, five-year reviews, long-term response actions and pre-design investigations. One indefinite delivery/indefinite quantity fixed rate contract award is anticipated. The base period of performance will be five years, with one three-year option period and one two-year option period for a total possible 10-year contract. The estimated value is $15 million for each year of the 5-year base and each year of the option periods. The procurement is being conducted under the Brooks Act, under FAR Part 36. Interested firms should submit an SF-330, Architect-Engineer Qualifications form by 4:00 pm local Atlanta time on May 30, 2008 to the following address: U.S. Environmental Protection Agency, Acquisition Management Section, 14th Floor, Sam Nunn Atlanta Federal Center, 61 Forsyth Street, Atlanta, GA 30303, Attention Janice Spady. SF-330 packages must be received in the Acquisition Management Section (postmarks will not suffice) by the closing date and time. Each firm's submission shall be limited to 35 double-sided 8 x 11 pages and a minimum 10 point font. Any pages submitted in excess of 35 double-sided pages will not be reviewed or considered. Firms should submit one original and six paper copies in addition to one electronic copy in Word or pdf format. Source selection will be based on the following evaluation criteria, listed in descending order of importance: 1) specialized experience and technical competence; 2) professional qualification and management ability; 3) past performance; 4) capacity to accomplish the work; and 5) location. Details of rating criteria follow by rating factor. 1) Specialized experience and technical competence. Firms will be rated on experience with CERCLA and other applicable and relevant requirements and EPA guidance; on experience in design of RI/FS including complex ecological and human health risk assessments; experience implementing Remedial Design/Remedial Action and ability to respond to changed site conditions; experience in overseeing work performed by Regulated Parties and coordinating with multiple stakeholders. 2) Professional qualification and management ability. Firms will be rated on demonstrated experience of management personnel based on education, technical, management and financial experience and skills. Evaluation will be based on ability to select appropriate staffing by technical disciplines; ability to manage multiple task orders with minimal oversight; ability to provide quick response; ability to develop innovative management strategy to minimize costs and streamline schedules; ability to comply with government financial and contracting reporting; effectiveness and accomplishments of firm?s Quality Environmental Management System on overall reduction of greenhouse gas emissions; demonstrated relevant experience of technical personal based on education and technical and management experience in statement of work areas. 3) Past Performance. Past performance will be evaluated from a number of sources including information provided by firms on existing and prior contracts performing work similar to RAC projects. Firms should include in their submittal a complete list of all contract work performed in the past three years similar to RAC work. Firms will be evaluated using the criteria in the standard form for A&E/Construction contract work in the Contractor Performance System which lists several subfactors for each of the following categories; quality of service, cost control, timeliness, and business relations. Firms without access to a copy of this form should contact the Contract Specialist. 4) Capacity to accomplish the work. Firms will be evaluated on current and projected workload commitments, the capacity to staff the contract with experienced, trained personnel at appropriate levels and disciplines. 5) Location. Firms will be evaluated on having an established office and staff presence within Region 4. After EPA has evaluated all SF-330s, it will prepare a short list of the most highly rated firms. These short-listed firms, called selected firms, will be invited to participate in oral presentations based on information sent to them which will augment and address evaluation criteria 1 and 4. Following the oral presentations, the proposals will be ranked with the most highly rated firm ranked first and the source selection authority will make the final selection from among those firms. The most highly rated firm will be asked to submit a cost proposal to the Government, along with a Conflict of Interest plan, a Quality Management Plan and Representations and Certifications.
