About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA VHA) is seeking a contractor to provide reference laboratory testing services for the Aleda E. Lutz VA Medical Center in Saginaw, Michigan. The VA intends to award a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for comprehensive laboratory services, including specimen preparation, transportation, analytical testing, results reporting, and consultative services. Key contract requirements include maintaining CLIA certification, CAP or Joint Commission accreditation, and employing an American Board certified Laboratory Director. Contractors must provide daily courier pickup, 24/7 customer service, and a secure web-based portal compatible with VA electronic health record systems. Responses to this Sources Sought Notice are due by February 26, 2025, at 12:00 PM EDT, with submissions to be sent via email to Morgan.Stein@va.gov.
The contract opportunity is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 621511 with a size standard of $41.5 million. The associated line item spreadsheet details 393 different laboratory tests, with estimated annual quantities ranging from 1 to 650 units per test, covering specialties such as endocrinology, immunology, microbiology, toxicology, and genetic testing. Contractors must demonstrate ability to process test results within 24 hours, with critical values reported within 2 hours, and provide monthly utilization reports. While no specific award value is mentioned, the comprehensive test list and five-year contract duration suggest a potentially significant procurement. Interested contractors must be registered in the System for Award Management (SAM) database and, for SDVOSB/VOSB participants, must also be certified in the VetCert database.
