About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 2 units of PXA SIG ANALYZER equipment under NSN 1H-9999-LLTRL5612, TDP VER 001, REF NR N9030B. The Government has determined it is uneconomical to purchase data rights or reverse engineer this specialized part, and intends to conduct a sole source procurement under FAR 6.302-1 authority. However, all responsible sources may submit expressions of interest, capability statements, or proposals within 45 days of the August 7, 2025 posting date (or 30 days if awarded under an existing Basic Ordering Agreement). The Government will consider all responses received by the September 8, 2025 due date solely to determine whether to conduct a competitive procurement instead. Award will only be made to offerors who meet qualification requirements in accordance with FAR clause 52.209-1, and the Government has determined this procurement does not fall under FAR Part 12 commercial item acquisition policies.

This procurement opportunity carries no set-aside designation and is open to all qualified sources. The contract requires delivery FOB Origin for the 2 units of analyzer equipment, though no specific dollar value or budget range has been disclosed in the notice. No incumbent contractors or preferred vendors are identified in the solicitation materials. The Government notes that it does not own the technical data or data rights necessary to enable additional sources for this equipment, which supports the rationale for the intended sole source approach. Interested parties have 15 days from the notice date to identify their capability to provide a commercial item solution, while the broader response period extends to 45 days for capability statements and competitive interest declarations.
