About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 9 units of a specific Pump Unit, Rotary with National Stock Number 7H-4320-013193103. The procurement is classified as a pre-solicitation opportunity with the government intending to negotiate with only one source under FAR 6.302-1 authority. All responsible sources are invited to identify their interest and capability to respond to the requirement within 45 days of publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government has determined it is uneconomical to purchase data rights or reverse engineer the part, and will not be using FAR Part 12 policies for commercial item acquisition. Interested parties can obtain relevant specifications and documents through the DoD Single Stock Point (DODSSP) via online resources or by contacting their help desk.
The pre-solicitation notice does not indicate any specific set-aside designations for the contract. The procurement falls under Product Service Code 4320 for Power and Hand Pumps, with a delivery requirement of FOB Origin. While no specific award value is mentioned, the quantity of 9 units suggests a relatively focused procurement effort. The document highlights that the government will consider all proposals received within the specified timeframe, with the ultimate determination of competitive procurement being solely at the government's discretion. Potential vendors have 15 days to identify their capability to satisfy the requirement with a commercial item. The opportunity remains open until February 28, 2025, providing an extended window for potential contractors to express interest and prepare proposals.
