About this opportunity
This pre-solicitation notice seeks hydraulic pumps to support the M109A7 Self-Propelled Howitzer and M992A3 Carrier, Ammunition, Tracked vehicles. The Defense Logistics Agency Land and Maritime is procuring 42 each pumps identified as NSN 4320-01-661-9782, part number 12577842. Responses are due by March 6, 2020. The pumps are externally mounted on the engine and are a critical part of the vehicle's closed loop hydraulic cooling subsystem, capable of producing 6,235 PSI pressure for engine accessories including cooling fans.
There is no set-aside designated for this procurement. The pumps fall under NAICS code 333912 and PSC code 2835. As the government does not possess the technical data package or drawings for this item, this pre-solicitation is likely intended to identify potential suppliers that can provide the 42 pumps along with required performance specifications and documentation. No incumbent is identified but the pumps support vehicles used by the Army. Responses are due by March 6th, 2020 for the base quantity of 42 pumps and an additional option quantity of 42 pumps.

Description:
The hydraulic pump mounted externally to the engine of the A7/A3 vehicles and is an integral part of the vehicle’s closed loop hydraulic cooling subsystem. It is capable of producing 430 bar (6235 psi) pressure for the operation of engine accessories, e.g. it provides hydraulic pressure necessary to operate the vehicles cooling fans. The hydraulic pump generates line pressure via rotational energy from the vehicle's transmission via the power take-off (PTO) unit. However, the output can be varied by electrical input signals ranging from 200 milliamps - 800 milliamps and at 21.5 - 26.5 volts DC. Reference M109A7 Self-Propelled Howitzer (SPH) and M992A3 Carrier, Ammunition, Tracked (CAT) Detail Specification of Power Take Off (PTO) Component, Document ID; 12581483 Sections 1.1 & 3.2.
Each engine mounted hydraulic pump is powered/spun mechanically by the vehicle's transmission meeting the hydraulic pressure requirements of the vehicle’s mechanical accessories, e.g., the cooling fans of the Power Pack Drive/Train system.
The Government does not possess the Technical Data Package (TDP), detailed drawings and performance specifications for this item.
