The Contractor shall provide content development services for mobile applications for mental health. The current project aims to create and support a suite of clinical software applications for mobile phones that can be used by Veterans and civilians who have experienced trauma and/or have PTSD. The contractor will be responsible for creation of original content for these applications, design of same, creation of basic technical specification documents, communication with VA stakeholders, iterative testing process, and creation of supporting materials used to disseminate the resulting applications. The contractor will be expected to make frequent scheduled and unscheduled visits to the VAPAHCS and Menlo Park, CA campuses. Travel will not be reimbursed. PLEASE NOTE, this is not a requirement for coding or programming of mobile apps. This is a requirement for a clinical research psychologist to develop the written content that will be included in the mobile app. The clinical research psychologist will write user manuals on how to use the mobile app and the informational/medical content that will go in the app itself.



The solicitation number for this RFQ VA261-16-Q-1095. The solicitation will be issued on or about September 2, 2016, with an anticipated quote due date of September 16, 2016.



The Period of Performance of the Base Year begins on or about September 26, 2016 through August 31, 2017 with four (4) one year option periods.



The North American Industry Classification Systems (NAICS) is 541720, size standard $20.5 million. The Government anticipates award of one Firm-Fixed Price contract.



Contractors must be registered in the System for Award Management (SAM) at www.sam.gov.



All questions shall be submitted in writing to Nicole.do@va.gov not later than September 14, 2016 at 4:00 PM HST.
