The Robley Rex VA Medical Center has enter into a Sole Source, Firm Fixed Price (FFP), Construction Service contract with AAECON General Contracting, LLC (1147 Logan Street, Louisville Kentucky 40204) in accordance with FAR 6.302-2, under the authority of 41 U.S.C section 3304 (a) (2), as an Unusual and Compelling Urgent requirement. The Medical Center's need is of such a nature due to the deterioration of the existing thermal and moisture protection systems in Building T-20 that this condition presents a health hazard to not only the Veteran patients served at the medical center, but also the employees who work in the building.
Due to the unique characteristics of this requirement, limited market research was conducted, as the existing condition of this building lent itself to the propagation of mold and other spores, risking the health and welfare of patients and employees. Furthermore, time delay in performing market research and competing this project compromised the building's structural integrity. AAECON General Contracting, Inc. is a Service Disabled Veteran Owned Small Business (SDVOSB) concern, located in one of Louisville's HUBzone less than 15 minutes from the Robley Rex VA Medical Center. AAECON General Contracting, Inc. is prepared to begin this work immediately. A delay in award of this contract would result in serious health and financial injury to the Government.
NAICS code 238990 is applicable to this requirement. The Small Business size standard is $15M.
The determination by the Government not to compete this requirement is based upon the urgent and compelling nature of the requirement.
