About this opportunity
The U.S. Coast Guard is procuring storage containers for MH-65 helicopters through a sole-source solicitation (70Z03825QB0000218) targeting Airbus Helicopters, Inc. The procurement specifically requires newly manufactured storage containers with part number 365A96-3160-00, with clear traceability to the Original Equipment Manufacturer (OEM), Airbus Helicopter, France. All parts must be genuine OEM components with no substitutes or alternates accepted, and vendors must provide a Certificate of Conformance (COC) in compliance with Federal Aviation Regulation Part 21 and FAR clause 52.246-15. The evaluation will focus on technical acceptability, specifically the ability to provide new parts with proper OEM documentation and traceability, with pricing evaluated using FAR techniques to determine the lowest-priced, technically acceptable offer. Quotations are due by July 29, 2025, at 10:00 AM EDT and must be submitted via email to Raymond.V.Marler@uscg.mil with the solicitation number in the subject line.
This procurement does not utilize any set-aside designations and is anticipated to be awarded as a firm-fixed price purchase order to Airbus Helicopters, Inc., which the government believes is the only source capable of providing the required genuine OEM parts with proper certification. The solicitation involves procuring storage containers (NSN 8145-14-391-8156) for specialized aircraft parts, with a delivery date of January 26, 2026. The small business size standard is set at 1,250 employees under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. While the exact quantity varies between documents (references to both single and multiple containers), the procurement is restricted and requires delivery to the USCG Aviation Logistics Center in Elizabeth City, North Carolina. The place of performance is within the United States, and the procurement emphasizes strict quality assurance with immediate notification requirements for any product changes or non-conformity issues.
