About this opportunity

This pre-solicitation notice seeks responses from capable sources for the procurement of 62 Processor, Gateway units designated as National Stock Number 7025-01-611-2794 to support the Army's WIN-T Increment 1 program. The Defense Logistics Agency Land and Maritime, on behalf of the Army Integrated Logistics Supply Center, intends to acquire these units which are essential elements that provide data packet routing within WIN-T Increment 1 fleet systems. Responses are requested to demonstrate capability to manufacture or supply this Cisco 3945E Router and its alternatives and should include details regarding engineering and production experience, management of obsolescence issues, and meeting delivery requirements. Responses are due by February 4, 2020.

There is no set-aside designation for this procurement. Responses should include company and point of contact information along with descriptions of past performance supporting network management equipment, staff qualifications, experience identifying test equipment and alternatives for obsolete components, capability to meet delivery requirements, and preferences for contractual structure and quantities. The pre-solicitation is being conducted for market research and acquisition planning purposes only with no commitment to award a contract.

The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC), intends to acquire Processor, Gateway NSN: 7025-01-611-2794 (Cisco 3945E Router) to support the WIN-T INC 1 programs.

A minimum projection for this Line Replaceable Unit (LRU)  is currently estimated at a total quantity of 62 units for production.  The U.S. Government cannot guarantee specific requirements for production or supply of  LRUs. Interested sources capable of supplying these items should submit their best economic range quantity to achieve manufacture cost savings as part of responses to this announcement.

Requirements Description:

The Processor, Gateway is an essential element to the WIN-T INC 1 fleet of systems as it provides direction for data packets transferred within and between the WIN-T INC 1 systems.  The Win-T-Inc 1 system is a network information system.

The Government does not possess the technical data package (TDP) for the parts. The TDP is owned by the manufactuer.  Futhermore, detailed data for repair and/or manufacturing, inspections and test procedures and other documentation pertaining to the existing design are not available from the Army.

Sources that can manufacture or supply the listed part are requested to submit information to show capability to manufacture or supply the same part. At a minimum, information submitted should include but is not limited to the following and the questionnaire at the end of this document.

The Government does not intend to award a contract on the basis of this SSA or reimburse any costs associated with the preparation of responses to this SSA. This Sources sought announcement (SSA) is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.  Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
