Special Notice of Intent to Sole Source:
The MCIEast Cherry Point Satellite Contracting Office, Marine Corps Air Station (MCAS), Cherry Point, NC 28533, hereby gives notice of their intent to award a purchase order to Progressive Surfaces Inc., (CAGE 06EH8) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies will satisfy agency requirements.
This procurement is to provide preventative maintenance for a Shot Peening Machine and a Water Jet Coating Removal System. The applicable NAICS for this requirement is 811310 per the Purchase Description. Progressive Surface Inc.’s, Procise Reporting and Integrated Monitoring System (PRIMS) Pro software provides closed-loop process controls with increased system uptimes which are vital to the operation of the Shot Peening Machine and the Water Jet Coating Removal System for MCAS Cherry Point. Market research has revealed this contractor is the only source capable of providing the required items as Progressive Surface is the original equipment manufacturer and have proprietary software, for the support of the machines. Therefore, the government intends to procure these services on a sole source basis from Progressive Surface Inc., for the preventative maintenance of the Shot Peening Machine and the Water Jet Coating Removal System.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this notice will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
