Added: Aug 02, 2017 6:08 pm The Centers for Disease Control and Prevention (CDC) intends to award a sole source, firm fixed-price, logical follow-on contract to the Emory University to determine the ability of new antiretroviral agents to prevent HIV infection. Pre-exposure prophylaxis (PrEP) with daily Truvada® or tenofovir has been shown to be highly protective against HIV infection among men who have sex with men, transgender women, and heterosexual men and women, indicating the potential for PrEP to greatly reduce HIV infections. New antiretroviral agents for PrEP are being developed to improve adherence and reduce unwanted side effects of current regimens; however, the ability of these new agents to penetrate mucosal tissues and prevent HIV infection at sites of virus exposure remains unexplored.

The North American Industry Classification System Code (NAICS) for this requirement is 611310, Colleges, Universities and Professional Schools. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1 and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any proposal/
response must be emailed to the Contracting Officer, Pat Billins, at pbillins@cdc.gov by 2:00pm Eastern Time, Monday, August 9, 2017.
