The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), intends to award a sole source contract to the Texas Department of State Health Services, 1100 W 49th St, Austin, TX 78756 to obtain vital records data from the Vital Statistics Unit, Texas Department of State Health Services so that CDC can continue to conduct surveillance of pregnancy-related mortality in the United States.
The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 923120, Administration of Public Health Programs. The period of performance for this procurement is 60 months.
These data are needed to identify deaths that occurred related to pregnancy or its complications. Specifically, CDC requests that the health department send copies of maternal death certificates and matching birth or fetal death certificates for all women who died during pregnancy or within 1 year of the end of pregnancy. Analyses of data from this surveillance system will only be published at the national and regional level. The identity of individual states will never be disclosed.
The information required in this procurement is from vital records of the Texas Department of State Health Services. No other entity or vendor has access to Texas's vital records.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Texas Department of State Health Services. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 2016-Q-65518 referenced in the subject line NO LATER THAN July 26, 2016.
A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
