The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to solicit and award a sole source contract to Upland Software I, Inc., 25 1st Street, Suite 201, Cambridge, MA 02141-1969 Under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. The proposed contract is for annual maintenance of PowerSteering software Army-wide license licenses, Level 1 helpdesk support to resolve issues and implement required changes to the Army PowerSteering application, to provide remote hosting support for operation of the Army PowerSteering application, and to provide Single-Sign- On (SSO) authentication Support. The commercial off-the-shelf project tracking and reporting tool focuses on Lean Six Sigma to facilitate the Army's Business Transformation Program. The proposed period of performance is for three years. The proposed contract will be awarded on a firm fixed price basis. The North American Industry Classification System code is 541511 with a size standard of $27.5M.
This notice of intent is not a request for proposals or quotations. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received within ten (10) calendar days after the date of the publication of this notice will be considered by the Government. All information should support the offeror's capability to provide the supplies and services requested, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these supplies and services. Verbal responses are not acceptable and will not be considered. Responses and questions shall be submitted via Email to Shelby Saum (Contractor, Legacy Mgmt) of ACC-APG at Shelby.a.saum.ctr@mail.mil.
