About this opportunity

This Special Notice announces a sole source procurement for PowerFLOW License Renewal issued by the National Aeronautics and Space Administration Shared Services Center. The notice was posted on April 9, 2026, and pertains to commercial software licensing under FAR Part 12 procedures. NASA intends to award the contract exclusively to DS Government Solutions Corp, the authorized United States distributor of PowerFLOW software. The procurement is classified under NAICS Code 541519 (Other Computer Related Services) and PSC Code DA10 (IT and Telecom - Business Application/Application Development Software as a Service). Performance will occur at NASA Langley Research Center in Hampton, Virginia, under the management of the NASA Shared Services Center.

The procurement supports the Advanced Measurements and Flow Physics Branch's research activities across multiple NASA missions by renewing and acquiring licenses for various PowerFLOW software suite products for the period April 6, 2026 through April 5, 2027. Interested organizations may submit written capabilities and qualifications to demonstrate whether the Government should conduct the procurement on a competitive basis, with submissions due no later than 4 p.m. Central Standard Time on April 13, 2026, to Procurement Specialist Shanna Patterson at Shanna.L.Patterson@nasa.gov. The sole source justification centers on the specialized nature of PowerFLOW's proprietary technology for simulating unsteady flows, existing NASA personnel proficiency with the software, incompatibility of competing products with PowerFLOW datasets, and the efficiency risks and schedule delays associated with vendor transitions. Oral communications are not acceptable, and the final Government decision to compete remains discretionary. NASA FAR Supplement Clause 1852.215-84 (Ombudsman) applies to this acquisition, with ombudsman access available through the NASA procurement website.
