About this opportunity
The Naval Supply Systems Command is seeking to procure 7 units of power supplies under NSN 7H-6130-014874061, classified as converters, electrical, nonrotating equipment. The government has determined it is uneconomical to purchase data rights or reverse engineer this specialized part, and intends to solicit and negotiate with only one source under FAR 6.302-1 authority for sole source procurement. While this is structured as a non-competitive procurement, all responsible sources may submit proposals, quotations, or capability statements demonstrating their interest and capability to fulfill the requirement. The government will consider all proposals received within 45 days of the August 2, 2025 publication date, or within 30 days if award is issued under an existing Basic Ordering Agreement. Interested parties have 15 days from the notice date to identify their capability to satisfy the requirement with commercial items, and the procurement is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions.
This procurement does not utilize any set-aside designations and no incumbent contractors or potential award values are specified in the notice. The contract calls for delivery of exactly 7 units with FOB origin terms, meaning the seller will bear transportation costs and risks until the goods are delivered to the carrier. Technical documentation is referenced as TDP VER 005 with reference number 92-9211-050, though the government notes it does not possess the data rights necessary for competitive procurement from multiple sources. The relatively short response timeframe of 16 days between posting and the August 18, 2025 due date suggests this is likely an urgent operational requirement. Military and federal specifications can be obtained through the DoD Single Stock Point, though specific technical drawings and patterns are not available through this standard documentation source.
