About this opportunity

This Special Notice is published by the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Services (APHIS) for the replacement of 10 PortaCounts (Model 8040) and the purchase of 24 Licenses for the FitPro Ultra software. The USDA APHIS Facility in Riverdale, Maryland currently operates a robust Respiratory Protection Program and has been using the TSI PortaCount respirator fit testing equipment since 1998.

The purpose of this Special Notice is to negotiate a firm fixed-priced purchase for the replacement of the older PortaCount Model 8038 units, which have reached the end of their shelf life and are limited in their ability to perform necessary firmware updates. The new PortaCount Model 8048 units will seamlessly integrate with APHIS' Environmental Quality Information System (EQuIS) used for employee medical monitoring surveillance. This Special Notice is not a request for competitive proposals, but APHIS will consider any information from other firms that can demonstrate their ability to meet the stated requirements by the due date of April 3, 2024. The North American Industry Classification System (NAICS) code for this acquisition is 334519 (Other Measuring and Controlling Device Manufacturing), with a size standard of 600 employees.

 The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Services (APHIS) currently operates a robust Respiratory Protection Program in which it has used PortaCounts™ provided by TSI Incorporated since 1998. APHIS is initiating the replacement of the second reiteration of the units (Model 8038) with the updated Model 8048. The older Model 8038s have entered their shelf life for production. Additionally, the older units are limited in their ability to perform firmware updates needed for performance.

The rationale used for  permitting this noncompetitive  acquisition is In accordance with FAR 13.106-1(b)(1)(i) and FAR 13.106-3(b)(3)(i);

For acquisitions greater than the micro-purchase threshold but less than the Simplified Acquisition Threshold (SAT) the Contracting Officer may solicit from one source only if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, etc.).

This is a follow-on requirement:

AG-6395-B-13-0041     12/01/2012  to 11/30/2015

AG-6395-B-16-0019     12/01/2015  to 11/30/2018

AG-3267-B-17-0001     12/01/2018  to 11/30/2019

12639520A0012            01/02/2020 to 12/31/2022

12639523A0015           02/15/2023  to 02/14/2026

The TSI brand respirator test system was originally chosen because it was the only known system equipped to test the N95 respirators which are used by several USDA facilities.

TSI is the Manufacturer for the Porta Counts used and they perform their own cleaning and calibration services.  TSI brand respirators have been very reliable with long term operations enabling APHIS to keep the respiratory protective program active, specifically during zoonotic outbreaks and eradication efforts. The new Model 8048s will have the ability to transition data seamlessly into APHIS’ Environmental Quality Information System (EQuIS) used to manage employee medical monitoring surveillance.

This Notice of Intent is not a request for competitive proposals.  No solicitation documents are available and telephone requests will not be honored.  However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contracting Officer by 4:00pm. (MST) by 04/03/2024 . Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement.  The North American Industry Classification System (NAICS) code for this acquisition is 334519  Other Measuring and Controlling Device Manufacturing),  and the size standard is 600 Employees.

 Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered. Capability statements may be sent to: Carol Dingess, Contracting Officer Carol Dingess via email (only) at  Carol.Dingess@usda.gov
