This project will be announced as W912DR-16-B-0013.

Project Description: Poplar Island Spillway - Chesapeake Bay between Jefferson and Coaches Islands

1. The proposed procurement is 100% Small Business (SB) set-aside, North Industry Classification System (NAICS) for this requirement is 237990 (Other Heavy and Civil Engineering Construction) with a magnitude of construction between $1,000,000.00 and $5,000,000.00.

2. Project Description: The United States Army Corps of Engineers (USACE),
Baltimore has a requirement for Poplar Island Spillway located in Chesapeake Bay between Jefferson and Coaches Islands. Poplar Island is located approximately 20 minutes (by boat) northwest of Tilghman Island. Poplar Island is located in the Chesapeake Bay between Jefferson and Coaches Islands. All the construction will be on Poplar Island. The purpose for this contract is to modify an existing spillway structure at Poplar Island and plug several abandoned spillway pipes. The scope includes:

1. Modifications to Spillway # 1:
a. Raising the existing structure,
b. Slip lining the existing discharge pipes,
c. Demolition of two (2) existing steel structures
d. Cap (seal) the T-weir pipe connecting to Spillway #1

2. Plugging (filling in and capping) of three (3) existing spillway structures: #3, #7, and #10

The solicitation will be provided in an electronic format, free of charge on or about 28 April 2016, to all authenticated account holders registered with the Federal Business Opportunities (FBO) System. Please note that all US Army Corps of Engineers acquisitions are considered sensitive, but unclassified documents and require users to have valid MPIN entered in the FBO systems to access package.

3. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. No phone or fax request for copy of solicitation will be accepted. Bids can be submitted after the solicitation announcement by mail to:
