Added: May 31, 2012 11:26 am Modified: Jun 08, 2012 2:31 pmTrack Changes This is a modification to the synopsis entitled PIP INFILTRATION OF COMPOSITE PREFORMS which was posted on May 31, 2012. You are notified that the following changes are made: Q: Are the 3D preforms already partially densified via CVI, and if so, what is the remaining % open porosity? A: The composite preforms are partially densified and contain ~30% open porosity. Under ideal conditions it is possible to infiltrate these preforms with ~50% particulates. Of course that depends on viscosity of particulate filled polymer, particle size distribution and pore size distribution of the composite preform. However, NASA will consider recommendations from the vendor concerning particle loading and maximum density. Q: NASA specifies the conditions for one heat treatment cycle in argon at 1650C (RFQ states 16500C); are the other cycles also to be conducted in argon? A: If N is the# of PIP cycles required for achieving maximum density in the composite preform, then after N-1 cycles, the infiltrated composite preform needs to be heat treated at 16500C in argon. There is no need to conduct all PIP cycles in argon. However, high temperature PIP processing in argon is preferable to avoid amorphous phases and oxygen impurities in the PIP matrix. PIP processing in nitrogen or air causes contamination of PIP matrix and degradation of composite preforms. There is no temperature requirement for the other cycles. However, the PIP processing temperature should yield crystalline and dense matrix with least amount of oxygen impurities. Clarification: In the current RFQ there is no requirement for seal coating. The due date for responses is not extended. Documents related to this procurement will be available over the Internet. Update #1 ·

Added: May 31, 2012 11:26 am This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for PIP Infiltration of Composite Preforms (1) NASA will provide to the vendor six, 9 (L) x 6 (W) x 0.06 (T) 3-D composite preform for PIP infiltration work (2) The vendor shall infiltrate three of these preforms with SiC yielding polymer only and the other three preforms with the same polymer and sub-micron sized HfO2 and B4C particles and pyrolyze the infiltrated preforms at high temperature. (3) The vendor shall repeatedly infiltrate and pyrolyze the composite preform until maximum composite density is achieved. (4) If N is the # of PIP cycles required for fabricating the nearly dense 3-D (CVI+ PIP) SiC/SiC composite hybrid then, after N-1 cycles, the vendor shall heat treat the infiltrated composite preforms in argon at 16500C for 2hrs to fully crystallize the PIP SiC matrix (5) In the particulate+ polymer filled composite preforms, the vendor shall achieve 50% particulate loading. The provisions and clauses in the RFQ are those in effect through FAC _2005_-58. The NAICS Code and the small business size standard for this procurement are 334413 and 500 employees, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center 21000 Brookpark Road Cleveland, OH 44135 is required. Delivery shall be FOB Destination. Offers for the items(s) described above are due by Close of Business June 12, 2012 to Sandra L Gerlach, 21000 Brookpark Road, MS 60-1 Cleveland, OH 44135 or Sandra.L.Gerlach@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAR 2012), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Sandra.L.Gerlach@nasa.gov or fax 216-433-5489 not later than close of business June 7, 2012. Telephone questions will NOT be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: All specifications must be met exact. A history of previous deliveries of same material will need to be supplied to end user for creditability of production. This requires good PIP processing capability. It is critical that offerors provide adequate detail to allow evaluation of their offer (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (FEB 2012), Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://rcb.cancer.gov/rcb-internet/SAP/52-212-3plusadd.pdf . These representations and certifications will be incorporated by reference in any resultant contract. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html . Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the following Internet site for the release of solicitation amendments (if any): http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=22 . Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).
