Pursuant to FAR Subpart 13.106-1(b)(1), the Missile Defense Agency(MDA), intends to issue a sole source award to Howard University for a period of performance not to exceed 90-days to support the development of a technical assessment program supporting MDA Directorate for Advanced Technology (DV). Services will include assessment of SBIR/STTR proposals, assessment of the pilot program, equipment setup, security compliance and implementation. Howard University is uniquely positioned to provide support to MDA as a Historically Black University (HBCU) classified as a high research activity institution. Howard University's Graduate School of Engineering's focus in Chemical, Electrical, and Mechanical engineering disciplines uniquely qualifies them to conduct multi-topic proposal reviews across the Ballistic Missile Defense System (BMDS) and DV's technology areas of interest.
This notice is not a request for quote/proposal and no solicitation will be issued. Any institutions of higher learning (HBCUs/MI) that believes it can provide the stated services can provide supporting documents demonstrating its capabilities. Responses received will be used for future acquisitions. Information may be sent to the Contracting Officer, Michaela Simmons michaela.simmons@mda.mil . No telephone or facsimile requests will be accepted. This procurement will be prepared in accordance with FAR Part 13, using Simplified Acquisition Procedures.
