About this opportunity

The Federal Mediation and Conciliation Service seeks to award a labor hour purchase order to procure one support specialist to assist with assessing, improving and developing the agency's physical security program. The specialist shall conduct a gap analysis of FMCS' program, develop and update related policies and procedures, deliver staff training, and develop a workplan for security assessments of field offices over a one-year base period and two optional six-month extensions. Quotes are due by August 30th and must demonstrate proposed personnel meet qualifications in the Statement of Work along with past performance references. Award will be made to the lowest price technically acceptable offeror.

The base period of performance is 12 months with two 6-month option periods to be performed onsite at FMCS headquarters in Washington, D.C. Pricing should be provided as a single fixed hourly rate to accomplish the specified tasks.

The Federal Mediation and Conciliation Service intends to award a labor hour purchase order to procure one (1) support specialist to assist with assessing, improving and/or developing the FMCS Physical Security program. See Attachment 1 – Statement of Work for details.

Amendment #00001 dated 16 August 2021 deletes previous Attachment 1 - Statement of Work and adds revised Statement of Work.  See "Attachment 1 - Statement of Work REV".  This revised SOW: 1) adds Personnel Requirements and 2) adds a new task to develop a workplan for Physical Security Assessment (PSA) of FMCS Field Offices. Quote due date remains 8/30/2021.

Amendment #00002 dated 18 August 2021 clarifies that FMCS anticipates a hybrid of remote and in-person work for this requirement, as the contractor will have to spend some time working at FMCS Headquarters since this location is the primary focus for the base year of the contract.
