About this opportunity
NASA's Shared Services Center has published a Special Notice announcing its intent to procure perpetual software licenses through a sole source contract with COMSOL, Inc. The procurement specifically seeks one perpetual license each for the Molecular Flow, CFD, and Heat Transfer modules to be used with an existing COMSOL Multiphysics software license at NASA's Marshall Space Flight Center. The agency intends to award this contract under FAR 13.106-1(b)(1)(i) authority, having determined that COMSOL, Inc. of Burlington, Massachusetts is the sole provider of these specialized software modules. The procurement falls under NAICS code 513210 for Software Publishers and will be conducted using commercial item procedures under FAR Parts 12 and 13. Each license will provide a single concurrent module instance and include a 12-month subscription for product updates and technical support.
The primary purpose of this Special Notice is to inform potential contractors of NASA's sole source procurement intention while providing an opportunity for other organizations to demonstrate their capabilities. Interested organizations must submit written documentation of their capabilities and qualifications to perform this effort by 6:00 p.m. Central Standard Time on June 30, 2025, with oral communications explicitly not accepted. The government will evaluate these submissions solely to determine whether to conduct the procurement on a competitive basis, though the final decision to proceed with sole source contracting remains at the government's discretion. Organizations responding to this notice should direct their submissions to the primary point of contact, Procurement Specialist Cody Guidry, or secondary contact, Contracting Officer Shari Trigg. The procurement represents NASA's requirement for specialized computational fluid dynamics and heat transfer simulation capabilities to support operations at Marshall Space Flight Center.
