This Invitation for Bid (IFB) is made using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation.
This IFB is set-aside for 100% for Small Businesses under NAICS Code: 237310, Highway, street, and bridge construction (size standard $36.5 million).
The onsite period of performance is within 180 days of the Contracting Officer issuing the Notice to Proceed.
U.S. Dept. of Labor, Construction Wage Rate General Decision Number: MA170001 Rev. 10 shall apply.
The order of magnitude for this project is estimated to be between $250,000 and $500,000.
Interested parties are strongly encouraged to inspect site prior to bidding. An organized site visit is scheduled and details can be found in Section L, FAR 52.236-27, SITE VISIT. A Pre-proposal conference is not planned.

PRE-SOLICITATION ANNOUNCEMENT
¿ General: The National Park Service, Department of Interior, will be soliciting proposals for construction from firms having the capability to perform the work described below. This solicitation will be issued electronically, on or after June 21, 2017, on the Federal Business Opportunities (www.fbo.gov) and FedConnect (www.fedconnect.net) websites. The entire solicitation package with all attached documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications and drawings will be available in Adobe PDF format through fbo.gov and FedConnect. Paper copies of this solicitation will not be made available.
¿ Title of Project: Pave Beale House Driveway, Adams National Historical Park in Norfolk County MA PMIS No. 177128
¿ This project consists of resurfacing of the historic driveway and parking area used by staff and visitors to the Beale House, Beale Carriage House, and Maintenance Facility, 18,434 sqft. Presently the driveways and parking area are surfaced with compacted pea stone and 3/4 inch gravel. Resurfacing of existing driveway will consist of preparing a new base, installation of drainage, redefining edges and resurfacing with an exposed aggregate finish to resemble the existing natural surface.
The driveway and areas within the public view shed are to be an exposed aggregate finish matching the current pea stone surface, and areas surrounding the Maintenance Facility are to be of a concrete based earth tone material, with proper grading and subsurface drainage. All work will be performed under a single contract.
¿ This procurement is being offered as a total small business set aside.
¿ The NAICS code for this project is 237310 and the small business size standard is $36.5 million.
¿ In accordance with FAR 36.204, the project magnitude is estimated to be between $250,000 and $500,000.
¿ The contract duration is 120 calendar days following the notice to proceed.
¿ The anticipated solicitation issue date is June 21, 2017. Responses will be due approximately 30 days following the issuance of the solicitation, once posted. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. This pre-solicitation announcement does not constitute a solicitation.
¿ It is anticipated that a PRE-PROPOSAL CONFERENCE/SITE VISIT will be scheduled to be held approximately one week after the solicitation is issued. Specific details regarding this meeting will be provided in the solicitation, once posted.
