About this opportunity

The Defense Logistics Agency Land and Maritime (DLA Maritime) is seeking to procure two PAMAS SBSS Particle Counters for the Joint Oil Analysis Program at Pearl Harbor Naval Shipyard. The solicitation (SPMYM4-25-Q-0502) requires vendors to submit quotes for a particle analyzing system capable of batch sampling from bottles up to 7cm in diameter and 18cm in height. Quotes must be submitted by 12:00 P.M. Hawaii Standard Time on May 22, 2025, via email to angela.morrelli.civ@us.navy.mil. All submitted quotes must include specific documentation such as manufacturer name, pricing, FOB destination, point of contact details, Tax ID, Unique Entity ID, and CAGE Code. Vendors must self-certify their eligibility and be registered in the System for Award Management (SAM) database, with failure to do so potentially resulting in quote rejection.

This solicitation is exclusively set aside for small businesses within the North American Industry Classification System (NAICS) code 334513 for Instruments and Related Products Manufacturing. The procurement is urgent due to the expiration of an existing maintenance contract for current particle counters on July 4, 2025, which creates a potential mission readiness gap. PAMAS GmbH USA is identified as the sole manufacturer, with ALC Holdings, LLC serving as the dealer representative. The total quantity is two particle analyzing systems, with a required delivery date of July 30, 2025. The place of performance is within the United States, specifically targeting the Joint Oil Analysis Program supporting multiple military platforms and commands in the INDOPACOM region. The acquisition will be conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13, covering commercial items and simplified acquisition procedures.
