PALLET ROLLER SYSTEM


Fairchild AFB, Washington is seeking information on companies that provide conveyor systems to be utilized as a Pallet Roller System.
The item sought likely is NAICS 333922, Conveyors and conveying equipment manufacturing with a size standard of 500 employees. The PSC is likely 3910, Conveyors.
This sources sought notice is for informational and planning purposes only. Pricing information is not being requested at this time. It does not constitute a solicitation and is not to be considered as a commitment by the government. The government will not be liable for any expenses incurred by the contractor in the preparation of this sources sought. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties shall be required to respond to any resultant solicitation separately from their response to this sources sought notice.


A responsible potential source shall have registered with the System for Award Management (SAM). The government seeks to obtain the following details:
1. Capability statement of interested businesses.
2. Lead time for the Pallet Roller System.
3. Product information sheets detailing Pallet Rolling System specifications, installation and power requirements.
4. Timeline for the installation of the Pallet Roller System.


Interested contractors shall provide their business category (small or large). The response should provide the following information: business name and address, CAGE code, size classification, socioeconomic classification based on NAICS size standard and a point of contact. Additionally, include an attachment outlining the company's product capabilities and evidence of your company's experience providing the required part to include; contract numbers, project titles, dollar amounts, and points of contact.


Requirement


The 92 ARW Logistics Readiness Squadron requires a pallet roller system tailored for use in building 1001. The system must be fully compatible with 463L pallets and must be able to work in conjunction with a dimensional weigh-in-motion scale to streamline CDF cargo flow and geographically separate, for safety purposes, the pallet processing area from that area used for rolling stock. Effort shall include the delivery, setup, and installation of the complete system including installation of ground anchors. In addition training on proper use and maintenance is required as detailed below.


NOTE: Current electrical capabilities for this requirement consist of a 110/208 Volt powe panel. If this power cabability will not be sufficient for the Pallet Roller System, please advise on the electrical requirements necessary for the System.
The Pallet Roller System shall have the following Salient Characteristics:


• System shall be capable of handling up to twelve Air Force 463L pallets (88 inches wide by 108 inches long by 110 inches high), or 12 Internal Slingable units (ISUs), and or 12 Cadillac Bins (same foot profile as 463L pallet) or any combination of the three, with a maximum loaded weight of 10,400 pounds per unit. 2 on the handling/holding section, 2 on the weighing section, and 8 on the processing/holding section. Hereafter referred to as pallets. Please see attached pictures.
• For purposes of discussion, system sections are: entry line, repositioning area, weighing section, and processing/holding line. Please see attached drawing (Tab-1)
• System must be oriented to process and load and unload pallets on long side (108 inch side).
• Single entry line capable of handling/holding two pallets outside the building, approximately 18 feet long track without breaks/gaps.
• Single entry line must include a 6-8 inch gap at building to allow a 12 foot overhead roller door to open and close. The door secures the building and must make contact with the ground, not the system.
• Beginning and end of system capable of on load and off load of pallets by 10K forklift all terrain (10K AT) or standard 10K forklift.
• Once pallet is placed on the system by forklift, entry line feeds into repositioning area that allows for manual movement and spinning of pallets 90 degrees by no more than one individual for movement to weighing sections.
• Repositioning area can be no greater in size than 22 feet by 22 feet and no smaller than 21 feet by 21 feet.
• Ball transfer units in repositioning area shall be installed on maximum 7-1/4 inch centers. Ball transfers and the spacing shall not damage pallets stored or transferred on the conveying surface. The conveying surface shall extend a minimum of 0.50 inch above the ball transfer treadplate. The conveying surface shall be level with the conveying surface of the adjacent gravity roller conveyor sections. Each individual ball transfer unit shall be removable without removing the ball transfer treadplate. The ball transfer units shall be retained in place to prevent horizontal shifting or movement during pallet transfer.
• Movement of pallets throughout rest of system (entry line, weighing section, and processing/holding line) shall require no more than one individual moving the pallets manually.
• Repositioning area should immediately lead into two weighing sections, which lead into two processing/holding lines. See proposed drawing (Tab-2)
• Two individual weighing sections capable of simultaneously weighing 15,000 pounds within +/- 100 lbs with separate easy to read displays mounted at normal standing height.
• Two processing/holding lines (approximately 40 feet in length to ensure a minimum of 6 inches of separation between pallets) leading from weighing sections capable of holding four pallets each.
• The two processing/holding lines should be separated by enough space allowing an individual to safely walk between both in order to adjust straps, read placards, etc.
• Processing lines should terminate in area that allow for pallets to be picked up with either a 10K AT or standard forklift.
• Side rails shall be included along system sides to prevent pallets from falling off. Slide rails shall be 3.5 to 5 inches in height.
• Pallet stops must be incorporated at the beginning and end of each section in order to maintain separation and prevent unwanted pallet movement.
• Pallet stops must be incorporated before and after roll up door to prevent pallets from damaging door.
• Entire system elevated four to six inches off floor surface by means of footers, etc., in order to prevent items falling from pallets, dust, etc., getting trapped in pallet roller system. Must also allow for sweeping and snow removal on entry line.
• Durable construction, anchored solidly to floor in accordance with ASTM A307.
• Must include 5 hours of training for up to 8 people.
• Refer to Tab-3 for location of pallet roller system in building and overhead view.
