About this opportunity

The Defense Logistics Agency Land and Maritime is seeking to procure a specific padlock set identified by National Stock Number (NSN) 5340-00-682-1505. Currently, Stratus Systems is the sole identified source for these items, with the contracting officer indicating that no other manufacturers can economically produce these parts. The agency is conducting a pre-solicitation notice to identify potential alternative sources that could competitively manufacture the padlocks. Companies interested in being considered as an approved source must submit a Source Approval Request (SAR) package through the DLA Land and Maritime Alternate Offer/Source Approval Program. The SAR package must comprehensively demonstrate technical capabilities to manufacture the product at a quality level equal to or better than the original equipment manufacturer. The response deadline for submitting potential source information is April 2, 2025.

This pre-solicitation notice does not involve a specific set-aside designation and does not specify a precise award value or quantity of padlocks to be procured. The procurement falls under the Hardware Manufacturing NAICS category (332510) and the Hardware, Commercial Product Service Code (5340). The current procurement approach suggests a sole-source contract with Stratus Systems, though the agency is open to identifying alternative qualified manufacturers. The contracting strategy indicates that reverse engineering the item is not economically feasible at this time, which further supports the current single-source approach. Potential offerors are encouraged to review the detailed SAR requirements on the DLA Land and Maritime website to understand the comprehensive documentation needed to be considered as an alternative manufacturer for these padlocks.

The AMC/AMSC for the NSN listed above is “1 G”

AMC "3"  Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "

AMSC "D"   The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation.  Stratus Systems is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time.  Based on all available information provided to the Contracting Officer, no other source can provide this item.

----------------------------------------------------------------------------------------------------------

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above.   All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program.  A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM).  The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.

For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process. https://www.dla.mil/Land-and-Maritime/Business/Selling/Alternate-Offers
