About this opportunity

The National Oceanic and Atmospheric Administration's (NOAA) Oceanic and Atmospheric Research (OAR) Pacific Marine Environmental Laboratory (PMEL) has published a Special Notice to negotiate, on a sole source basis, with Metocean Telematics Limited located in Dartmouth, Nova Scotia, Canada for Surface Velocity Program Drifter (SVPD) buoys to be delivered to Seattle, WA. The sole source determination is based on NOAA's requirement that Metocean Telematics Limited is the only manufacturer and provider of the required SVPD buoys that can use the ARGOS satellite system, which the PMEL ECOFOCI program has used for over 20 years.

The purpose of this Special Notice is to notify interested firms that NOAA intends to procure the SVPD buoys from Metocean Telematics Limited on a sole source basis, and to provide an opportunity for other firms to submit substantiating documentation within 15 days if they believe they can fully meet the government's requirements. The delivery timeline is 12 weeks after order or as soon as possible. Oral communications are not acceptable in response to this notice, and any determination by the government not to conduct a competitive procurement based on responses to this notice is solely within the government's discretion.
